THOMAS GRAHAM is a Distinguished Fellow at the Council on Foreign Relations, a cofounder of Yale University’s Russian, East European, and Eurasian studies program, and a Research Fellow at Yale’s MacMillan Center. He spent over 30 years studying Russia and working on Russian affairs in the U.S. government, including as a Foreign Service officer at the U.S. Embassy in Moscow and as a member of the Secretary of State's Policy Planning Staff.
