STEPHEN G. BROOKS is Professor of Government at Dartmouth College, where he has taught since 2001, and a Guest Professor at Stockholm University. He is the author of America Abroad: The United States’ Global Role in the Twenty-First Century and the forthcoming book Political Economy of International Security.
