RAJAN MENON is Anne and Bernard Spitzer Professor Emeritus of International Relations at the City College of New York and Senior Research Scholar at Columbia’s Saltzman Institute of War and Peace Studies. He also serves as Director of the Grand Strategy Program at Defense Priorities, a Washington-based foreign policy think tank. Earlier in his career, Menon held senior fellowships at the Carnegie Endowment for International Peace, the Council on Foreign Relations, New America, and the Atlantic Council. His books include Soviet Power and the Third World, The End of Alliances, and The Conceit of Humanitarian Intervention.
