This is the first volume in a new series being prepared by the Executive Director and the Director of Research of the World Peace Foundation. In the future it is planned to issue similar books each autumn. The series will fill a real need. The documents, of which there are some 300 in the present volume, are arranged by subject, and there are several small statistical appendices. An index would be useful in subsequent issues.
